
Expressions of interest are open for medium and high-rise apartment buildings to receive an Electrification Feasibility Assessment.
The Electrifying Apartment Buildings program is a joint initiative by the Victorian Government and City of Melbourne to support apartment communities to understand and improve their energy performance, electrify their buildings, and reduce their energy costs.
The initiative will provide electrification feasibility studies, NABERS energy ratings, and energy opportunity assessments for up to 10 medium and high-rise strata titled apartment buildings across metropolitan Melbourne (including Merri-bek) between July 2026 and July 2027.

What will participating apartment buildings receive?
If selected to take part in the Program, participating apartment buildings will receive:
Building Energy Performance Assessment
- NABERS for Apartment Buildings – energy efficiency rating from one to six stars, based on the energy use of shared services such as car parks, lobbies, and gyms.
- Energy Efficiency Opportunity Report – high-level overview of opportunities to improve building energy performance and a 30 minute presentation to the Owners Corporation committee meeting.
Electrification Feasibility Assessment
- Identification of potential electrification strategies including technologies for upgrading central space heating, hot water systems and pool heating systems; in-apartment space heating and hot water systems; and cooking appliances.
- A list of recommendations that will consider space, ventilation, building structure, acoustics, and visual impacts.
- Potential for integration of electric vehicle charging and rooftop solar
- Assessment of the buildings electrical capacity and supply sufficiency
- Feasibility Report – summarising the findings and including opportunities and challenges, recommended electrification activities, equipment specifications, estimated capital costs, and projected financial and greenhouse gas emissions savings.
Who can apply?
To be eligible for funding under this program, applicants must:
- be an Owners Corporation of a strata‑titled apartment building*
- be authorised to act on behalf of the Owners Corporation (e.g., via a committee resolution, delegated authority, or appointed representative)
- agree to comply with the Program Terms and Conditions
- be located within Metropolitan Melbourne (PDF 1.6MB) (local government areas).
The strata‑titled building must:
- be at least four storeys above ground level
- contain more than 20 occupiable lots/apartments
- have an existing gas connection,
- use either a centralised or in‑apartment gas system for space heating and/or hot water.
*Serviced apartments and build‑to‑rent developments are not eligible for this program.
